No offense, but if you are on a tight budget you probably can’t make corsets on your own. Unless you just want something that resembles one but doesn’t actually work.
To make a real accurate one will require time, skill and money.

You can have them all buy their corset, and you supply the booze.

Sounds like you only need them to last for the party. In this case, you can do this easily.
1. Buy a top that has the look that you want.
2. Cut them up the center of the back.
3. Hem the cut edges.
4. Poke holes up and down both sides
5. Sew over the edges of the holes so that they won’t run and expand
6. Thread lace through the holes to complete the look

I love it! You are on a *tight* budget!!! Ha ha ha.
Anyway, I think that you need to get your VIPs laced into some real corsets. You can either get them made for about $350 each, (at the cheaper end) or buy off the rack ones for about $150 each. The latter will probably look the part, but not feel as good as the former!
Yes, I am a guy, but my girlfriend is very into corsets! She even makes me wear one on occasion, so I know what I am talking about.
Have fun at the party, by the way!
