Bra sizing is a pain! Try a 40B. The B is for smaller backs than C. A 38C would just mean your boobs would be smaller. It sounds like the material around the cups is too much so you have a smaller back.

After a while, they get stretched out. Could that be why?

could be the bra is wearing out, or better yet, you might be losing weight. Try measuring yourself, or have a pro do it at a lingire store.
